The City of Carson has appointed Regina Youngblood as Director of Human Resources and Risk Management. With more than 20 years of public-sector leadership experience, Youngblood brings expertise in workforce development, employee relations and organizational modernization. She previously served as assistant city manager in Hayward, California, and human resources director in Durham, North Carolina.
